Requires every board within the Department of Consumer Affairs to grant a fee waiver for initial license application and issuance to applicants who provide a DD Form 214 (Certificate of Release or Discharge from Active Duty) proving active duty service in the California National Guard or United States Armed Forces with honorable discharge, effective January 1, 2018

Limits each veteran to one fee waiver across all boards; once a waiver is issued by any board, the veteran is no longer eligible for additional waivers

Fee waiver covers both application and issuance fees if a board charges separate fees, but applies only to individual licenses and not to licenses issued on behalf of a business or other entity

Fee waivers do not apply to license renewals, additional licenses, certificates, registrations, permits, or examination applications
