Requires the California Health and Human Services Agency to research options for developing a cost, quality, and equity data atlas to track health care data across the state.

Research must identify key data submitters (health plans, insurers, providers, employers), analyze models from other states, and assess governance structures and funding approaches for the atlas.

Data atlas should include medical claims, pricing information, social determinant factors (age, race, ethnicity, ZIP code, sexual orientation, gender identity), and clinical data from hospitals and clinics.

Agency must submit a public report with research results to the Assembly and Senate Committees on Health by March 1, 2017.

Intent is to use the atlas to reduce health care costs, improve quality, eliminate health disparities, increase transparency, and promote innovative health care delivery approaches.
