Clarifies that firefighter due process procedures apply to job-related punitive actions arising from certification or licensure issues, harmonizing the Firefighters Procedural Bill of Rights Act with the Emergency Medical Services System and Prehospital Emergency Medical Care Personnel Act.

Modifies Government Code Section 3262 to specify that firefighter protections apply during official duties or when subject to disciplinary cause pursuant to Health and Safety Code Section 1798.200.

Requires the state to reimburse local agencies and school districts for any costs mandated by this legislation, subject to existing reimbursement procedures under Government Code Part 7.
