Amends Section 10723 of the Water Code to make a nonsubstantive change to provisions governing groundwater sustainability agencies under the Sustainable Groundwater Management Act

Clarifies that 15 statutorily-created groundwater management agencies (including Alameda County Water District, Desert Water Agency, Orange County Water District, and others) are deemed exclusive local agencies within their statutory boundaries with powers to comply with groundwater sustainability requirements

Allows any of these designated agencies to opt out of being the exclusive groundwater management agency by notifying the Department of Water Resources, which must post the notice on its website within 15 days

Permits other local agencies or combinations of agencies to become groundwater sustainability agencies if an exclusive agency opts out of its designation

Requires that local agencies with existing basin-specific management plan authority comply with this part consistently with their principal act, unless the governing board finds the prohibited authority is necessary for sustainable basin management
