CA SB1170

Prohibits public entities, charter cities, and charter counties from delegating to contractors the development of stormwater pollution prevention plans or water pollution control programs on public works contracts

Prohibits public entities from requiring contractors to assume responsibility for the completeness and accuracy of pollution prevention plans developed by the entity itself

Exempts state departments and agencies, state-owned facilities, and architectural/engineering service contracts from these prohibitions

Allows exemptions for design-build, best value, and construction manager at risk contracts if the contractor or construction manager is required to retain a plan developer for project owners

Permits contractors to review plans and report errors or omissions, but only in their capacity as a contractor and not as a licensed design professional
