Applies water-conserving plumbing fixture requirements to all commercial real property (regardless of construction date) with a phased replacement schedule based on building size, completing by January 1, 2021.

Requires commercial properties with more than 50,000 square feet to replace noncompliant fixtures by January 1, 2018, with staggered deadlines through 2021 for smaller properties.

Maintains January 1, 2019 replacement deadline for noncompliant plumbing fixtures in multifamily residential properties, with earlier requirements for building additions, alterations, and improvements.

Encourages retail water providers and financial institutions to offer on-bill financing options to customers for water efficiency improvements and requires suppliers to provide annual information about available financing programs.

Expands the CalConserve Water Use Efficiency Revolving Fund to include county offices of education and school district governing boards as eligible local agencies to receive low-interest loans for water efficiency projects.
