Mandates the Medical Board of California to review data quarterly and investigate potential violations of law or excessive prescribing of psychotropic medications inconsistent with the standard of care for minors, with disciplinary action authorized under existing law.

Requires the Medical Board to contract with a pediatric psychiatry consultant to review prescribing data and consider treatment guidelines when assessing patterns for foster children on three or more psychotropic medications for 90+ days.

Establishes priority-based investigation handling for repeated acts of excessive prescribing, furnishing, or administering psychotropic medications to minors without proper examination or medical reason.

Requires annual reports to the Legislature beginning July 1, 2017, and mandates internal review of procedures by January 1, 2022; all provisions sunset January 1, 2027 unless extended by subsequent legislation.
