Increases the small business revenue threshold from $10 million to $15 million and the microbusiness threshold from $2.5 million to $5 million for state procurement contracts.

Establishes a separate definition for public works contracts where small business means a business with 200 or fewer employees and average annual gross receipts of $25 million or less.

Requires the Director of General Services to conduct biennial reviews and adjust dollar amount thresholds to reflect changes in the California Consumer Price Index.

Allows state agencies unable to meet small business participation goals in the year of enactment to count contractors qualifying under the new expanded definitions toward those goals.

Introduces "employment social enterprise" as a new category eligible for state procurement preferences, defined as entities providing employment and skills training to individuals facing multiple barriers to employment.
