Redefines "interment rights" as a transferable property interest allowing owners to determine who may be interred in their cemetery plot and control memorial markers in compliance with district regulations.

Requires cemetery plot owners to designate successor owner(s) in writing at the time of purchase; if no designation exists, interment rights pass according to California intestate succession laws.

Establishes procedures for disinterring and reinterring human remains only with consent of the cemetery district and surviving spouse, child, parent, or sibling (in that order of priority), or by court order, coroner order, or health department order.

Requires cemetery districts to maintain detailed records of any remains removal including date, decedent information, plot details, and disposition method, with copies provided to the person performing the removal.

Protects cemetery districts from liability when transferring interment rights based on written affidavits executed under penalty of perjury, unless the district had actual knowledge the affidavit was false.
