SB 1193 Summary

• Extends the Board of Psychology and Board of Pharmacy operations until January 1, 2021 (previously set to expire January 1, 2017), with the Veterinary Medical Board also extended to the same date.

• Establishes new licensing requirements for outsourcing facilities (compounding facilities registered with FDA) including inspection mandates, fee schedules ($2,270-$3,180 for issuance, $1,325-$1,855 for renewal), and disciplinary provisions with fines up to $5,000 per violation.

• Modifies pharmacy regulations to require licensed pharmacists to be shareholders in professional corporations, removes "gross immorality" as grounds for discipline while strengthening discipline based on actions by other states, and requires priority enforcement against pharmacists posing greatest patient harm.

• Revises psychology licensing to allow psychological assistants to perform functions under immediate supervision of a licensed psychologist or board-certified psychiatrist, implements "continuing professional development" replacing continuing education, and authorizes retired licenses for inactive psychologists.

• For veterinary medicine, establishes university licenses for veterinarians employed by UC or Western University of Health Sciences, authorizes drug compounding by veterinarians and registered veterinary technicians, and restricts renewal of expired premise registrations after five years.
