SB 1196 Summary

• Subjects the Bureau of Security and Investigative Services, Bureau of Real Estate, and Bureau of Real Estate Appraisers to legislative review as if scheduled for repeal January 1, 2020-2021.

• Establishes the Private Security Services Fund as part of the Professions and Vocations Fund and makes fine/penalty moneys available only upon legislative appropriation.

• Requires security guards applying for firearms permits to complete a psychological assessment to determine capability to exercise appropriate judgment and self-control; permits denial if incapable within past 12 months.

• Authorizes private investigators and security guards with valid firearms qualification cards to carry concealed firearms under specified conditions; requires written denial notices with basis and appeal rights.

• Modifies alarm company agreement requirements to include disclosure of automatic renewal provisions for agreements over one month renewing on or after January 1, 2017.

• Requires real estate appraiser applicants to complete state and federal appraisal law courses and permits use of individual taxpayer identification numbers; allows Real Estate Commissioner to suspend licenses upon guilty plea entry (with rescission if plea withdrawn).
