Requires organizations to disclose all student charges to prospective students and submit fee schedules to the Attorney General for publication on the registry website.

Mandates schools refund prorated tuition within 15 days if a student resigns, is expelled, or transfers, with liability up to 10 times the amount for non-compliance; schools must also transfer student records and I-20 forms within 3 business days of a transfer request.

Requires schools to publish course listings, class schedules, graduation requirements, and disclose the percentage of foreign students; failure to disclose results in full refund liability for expelled, transferring, or resigning students.

Establishes host family requirements including private or shared rooms with locks, smoke detectors, beds, keys, and alarm codes, and mandates host families ensure student transportation and nutrition needs are met with refunds of unused homestay charges.
