Allows advertising displays in the City of Inglewood to advertise businesses operating outside redevelopment project areas and be classified as on-premises displays if they were constructed before January 1, 2012, and are located adjacent to Interstate 405 at specific postmile markers north of Century Boulevard.

Permits displays to operate until January 1, 2023, after which they must be removed unless they qualify as lawful displays under the statute.

Authorizes the City of Inglewood to request extensions beyond January 1, 2023 (not exceeding the redevelopment project area expiration) if the display demonstrates positive economic impact, has no uncorrected violations in the previous 10 years, and complies with applicable standards.

Requires the City of Inglewood to certify annually that at least 10 percent of the advertising copy (up to 100 square feet maximum) displays the business address or location/route information from the nearest freeway offramp.

Mandates removal of displays that violate the statute more than three times within 10 years if violations are not corrected within 30 days, and makes the City of Inglewood responsible for ensuring compliance and indemnifying the Department of Transportation for related costs.
