Authorizes joint powers authorities formed on or after January 1, 2013 to offer defined benefit pension plans or formulas that existed prior to the authority's creation, provided at least one member agency provided benefits before December 31, 2012.

Permits employees transferred to a joint powers authority to retain their original defined benefit plan or formula from their previous employer if they were not new PEPRA members and are employed by the authority within 180 days of the transfer.

Prohibits joint powers authorities from exempting newly hired employees or new PEPRA members from the Public Employees' Pension Reform Act of 2013 requirements.

Requires new members hired by joint powers authorities to participate only in defined benefit plans or formulas that comply with PEPRA standards.
