Amends Section 956 of the Public Utilities Code to establish compatible emergency response standards for natural gas pipeline operators in California

Requires the Public Utilities Commission to consult with the California Emergency Management Agency, State Fire Marshal, and first responder organizations when developing standards by July 1, 2012

Mandates that pipeline operators implement emergency response plans compliant with federal DOT Pipeline and Hazardous Materials Safety Administration regulations, including emergency shutdown procedures and coordination with incident commanders

Requires pipeline operators to establish liaisons with fire, police, and other officials to share emergency response capabilities, resources, and mutual assistance procedures

Directs pipeline operators to provide State Fire Marshal and local fire officials with instructions on accessing the National Pipeline Mapping System to improve emergency response capabilities
