Requires the State Energy Resources Conservation and Development Commission to develop and implement the Biosolids to Clean Energy Grant Program to provide 50% matching funds to local wastewater agencies for biosolids to clean energy capital projects.

Continuously appropriates $20,000,000 annually from the Greenhouse Gas Reduction Fund beginning with the 2016-17 fiscal year to support the grant program.

Defines eligible projects as those using nonincineration technology to convert biosolids into useful heat energy, electricity, fuels, or byproducts while reducing greenhouse gas emissions compared to existing biosolids management practices.

Requires the commission to evaluate grant applications based on project cost-effectiveness and other factors deemed appropriate, while prohibiting grants to wastewater agencies subject to market-based compliance mechanism obligations.

Addresses California's annual generation of 2.75 million tons of biosolids and aims to reduce petroleum consumption and emissions from transporting biosolids to distant disposal sites.
