Establishes the California Aerospace Commission to foster aerospace development in California, including aviation, commercial and governmental space travel, unmanned aerial vehicles, aerospace education, manufacturing, and research

Commission authorized to receive grants from state, local government, private businesses, and individuals for aerospace-related activities, studies, services, and infrastructure improvements

Commission required to identify and recommend changes to federal, state, and local statutes and regulations that enhance California aerospace development

Commission must report economic and employment impacts of aerospace activities to the Governor, Legislature, and state agencies that regulate or make decisions affecting those activities

Commission shall recommend state funding mechanisms, provide strategic planning documents, serve as a clearinghouse for aerospace information, and promote aerospace activities throughout California
