Requires revenues from the federal National Highway Freight Program (established by the Fixing America's Surface Transportation Act) to be allocated for trade corridor improvement projects approved by the California Transportation Commission.

Modifies eligible projects to include rail landside access improvements, landside freight access improvements to airports, and certain capital and operational improvements to freight infrastructure.

Removes consideration of the State Air Resources Board's Sustainable Freight Strategy and statewide port master plan; instead requires consideration of applicable port master plans and the California Sustainable Freight Action Plan for non-federal funds.

Authorizes the California Transportation Commission to revise the 2007 Trade Corridors Improvement Fund guidelines but requires federal freight funding to be allocated consistent with the original 2007 guidelines with appropriately revised dates.

Adds considerations for trade corridor allocation decisions including safety improvements, emission reductions, other negative community impacts, and significant contribution to the state's economy.
