• Extends authority for Public Utilities Commission to issue financing orders for electrical corporations from December 31, 2016, to June 30, 2022, allowing recovery of transition costs through rate reduction bonds

• Repeals numerous PUC reporting requirements and directs Legislative Counsel to delete 14 specified reports from the state's mandatory reporting list, including reports on energy efficiency programs, audit backlogs, and renewables portfolio standard compliance

• Renumbers and modifies various PUC reporting provisions while establishing new triennial and quadrennial reports on energy efficiency targets, distributed energy generation impacts, solar programs, and natural gas efficiency progress

• Amends Penal Code Section 830.11 to clarify that PUC investigators designated as peace officers may not carry firearms and defines their enforcement authority under PUC law

• Makes technical changes to PUC divisions' responsibilities, charter-party carrier regulations, railroad safety protocols, and telecommunications backup power standards
