Extends the provisional licensing program from drivers under 18 years of age to drivers under 21 years of age.

Allows drivers ages 18, 19, and 20 to use a copy of their class schedule or work schedule instead of requiring signed statements from school officials or employers to satisfy exceptions for school activities and employment necessity.

Eliminates the requirement for a signed parental statement for drivers ages 18, 19, and 20 when reasonable transportation facilities are inadequate and the driver needs to transport themselves or an immediate family member.

Maintains existing restrictions on provisional license holders including nighttime driving limitations (11 p.m. to 5 a.m.) and passenger restrictions during the first 12 months after issuance, with specified exceptions for medical necessity, school activities, and employment.

Specifies that no state reimbursement is required because any local costs result from changes to crime or infraction penalties.
