SB 123 Summary

• Establishes the School-Based Administrative Claiming process program allowing the Department of Health Care Services to contract directly with local educational agencies (LEAs), local educational consortia, and local governmental agencies to perform school-based administrative activities for Medi-Cal reimbursement, effective January 1, 2018.

• Creates a School-Based Health Program and Policy Workgroup jointly administered by the Department of Health Care Services and State Department of Education by July 1, 2017, to coordinate efforts on school-based Medi-Cal services and advise on state plan amendments, program operations, and policy recommendations.

• Requires an annual school-based Medi-Cal report posted on the department's website detailing program costs, participating LEAs, fees charged, and comparative information across states, beginning with the 2017-18 fiscal year.

• Authorizes the department to administer a single statewide quarterly random moment time survey or reduce the number of surveys for the School-Based Administrative Claiming process, with Los Angeles Unified School District conducting its own separate survey.

• Requires the department to enter into an interagency agreement or memorandum of understanding with the State Department of Education by July 1, 2018, to coordinate the School-Based Administrative Claiming process and LEA Medi-Cal billing option programs, and establishes an appeals process for LEAs to contest department actions.
