Amends Government Code Section 11340.1 to reaffirm the Legislature's intent that the Office of Administrative Law review adopted regulations to reduce their number and improve their quality.

Clarifies legislative intent that agencies actively seek to reduce unnecessary regulatory burden by substituting performance standards for prescriptive standards when performance standards are reasonably expected to be equally effective and less burdensome.

Specifies that neither the Office of Administrative Law nor courts should substitute their judgment for the rulemaking agency's judgment regarding the substantive content of adopted regulations.

Directs the Office of Administrative Law to work closely with the Legislature and report directly to it upon request to accomplish regulatory reform.

Requires the California Code of Regulations made available on the Internet to include complete authority and reference citations and history notes.
