Exempts motor vehicles manufactured between 1976 and 1981 model years from biennial smog check inspections if the owner submits proof of collector motor vehicle insurance, effective until January 1, 2019.

Defines collector motor vehicle exemption requirements: vehicle must be at least 35 model years old, insured as a collector vehicle, and pass exhaust emissions standards and visual inspections for the vehicle's model year.

Maintains existing exemptions for vehicles manufactured prior to 1976 model year and motorcycles pending implementation of motorcycle-specific test procedures.

Exempts vehicles four or fewer model years old from biennial inspections, or six or fewer model years old unless the state board determines this would prevent compliance with federal Clean Air Act requirements.

Creates sunset provision repealing the 1976-1981 model year exemption on January 1, 2019, unless extended by subsequent legislation.
