• Requires all facilities-based telecommunications providers that the Federal Communications Commission requires to provide 911 access to notify the Office of Emergency Services by email within 60 minutes of discovering a rural outage lasting more than one hour.

• Defines "rural outage" as a telecommunications service outage in counties with population density of 600 or less per square mile that persists more than one hour and affects transport facilities.

• Mandates notification include the provider's contact name and calling number, estimated area affected, estimated repair time, and confirmation when service is restored, with the contact number staffed at all times until restoration.

• Makes the Office of Emergency Services responsible for notifying applicable county emergency services offices and county sheriffs of outages affecting their jurisdictions.

• Requires the notification contact number to be staffed by the named contact person or a qualified outage response person at all times until service restoration is confirmed to the Office of Emergency Services.
