Establishes the California Financial Transparency Act of 2016, requiring the Legislative Analyst's Office to create and maintain a dedicated Internet web page listing specific state financial obligations including revenues, expenditures, unfunded pension and retiree medical benefit liabilities, infrastructure needs, bond debt, and unrestricted net position.

Requires the Legislative Analyst's Office to update the financial information web page on or before January 1 and July 1 of each year.

Mandates the Secretary of State to include a copy of all information posted on the Legislative Analyst's Office financial transparency web page in the state ballot pamphlet.

Amends both the Elections Code and Government Code to add the financial transparency information as a required element of the ballot pamphlet.

Specifies that this ballot pamphlet amendment to the Political Reform Act of 1974 requires only a majority vote rather than a two-thirds vote.
