Appropriates $1,000,000 from the General Fund to the Monterey County Water Resources Agency for management of the Salinas River and Salinas River Lagoon.

Funds to be used for removal of excess vegetation and trash, improving instream flow efficiency through sediment and vegetation management, and developing long-term management policies.

Addresses annual vegetation accumulation and waste that create flooding risks for surrounding communities and agricultural lands, while protecting critical habitat for federally-threatened steelhead trout and endangered species including tidewater goby and western snowy plover.

Takes effect immediately as an urgency statute to protect the Salinas Valley and Monterey Bay during El Niño weather patterns.
