Prohibits lead agencies from approving projects affecting commodity shipments through state-funded port facilities unless they either ban coal shipments or require full mitigation of greenhouse gas emissions from coal combustion, as determined by the State Air Resources Board.

Applies only to port facilities receiving state funds from the Trade Corridors Improvement Fund under Government Code Section 8879.23 or Streets and Highways Code Section 2192, and only to the extent consistent with federal law.

Requires lead agencies to conduct supplemental or subsequent environmental review for any previously certified environmental impact reports or adopted negative declarations that do not comply with the coal shipment restrictions.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to cover the mandated program costs.
