Requires labeling of all commercially available seeds and plants sold at retail establishments treated with neonicotinoid pesticides, effective July 1, 2017, with a prominent "STATE OF CALIFORNIA SAFETY WARNING: MAY HARM BEES" label that cannot be easily removed.

Prohibits noncommercial use of neonicotinoids by January 1, 2018, with exemptions for veterinary products, pet care products for fleas/mites/ticks/heartworms/lice/bedbugs, and indoor pest control products.

Makes violations of the labeling and use restrictions civil violations (unfair and unlawful business practices) rather than criminal offenses, subject to enforcement under California's unfair competition laws.

Addresses bee population declines by establishing interim protections while the Department of Pesticide Regulation continues its reevaluation of neonicotinoid pesticides, which must be completed by July 1, 2018.
