Authorizes the Department of Alcoholic Beverage Control to issue up to 5 new neighborhood-restricted special on-sale general licenses in specified census tracts within San Francisco, beginning January 1, 2017.

Requires applicants to conduct a minimum preapplication meeting with neighbors and community members at least 14 days before application, with notice to residents within 500 feet, relevant neighborhood associations, and the San Francisco Police Department.

Restricts these licenses to premises located in specific census tracts in San Francisco and prohibits transfer between counties, to other premises, or to other persons (except under limited death/destruction circumstances).

Sets original and annual fees equal to those for on-sale general licenses for bona fide eating places, with all collected fees deposited in the Alcohol Beverage Control Fund.

Requires local government verification that applicants completed preapplication requirements and declares no state reimbursement is required for costs associated with the perjury requirement imposed by this act.
