Requires annual mental health plan reviews by external quality review organizations (EQROs) starting July 1, 2018, to include specific data on Medi-Cal eligible minor and nonminor dependents in foster care, including number served, types of services provided, and access/timeliness metrics.

Mandates mental health plans provide written corrective action plans to the state within 60 days of receiving notice of deficiencies identified by EQRO reviews, with final plans posted publicly on the state's website.

Requires the state to share EQRO data and performance outcome system data with county boards of supervisors to assist in developing mental health service plans, disaggregated by race, gender, and service type for foster youth.

Specifies data collection requirements including medication monitoring measures (HEDIS measures for ADHD, antipsychotics, and metabolic monitoring), utilization data, and translation/interpretation services available to foster youth.

Requires the state to post all EQRO data disaggregated for foster youth on its website in publicly accessible format and ensure performance metrics include analyzable disaggregated data for Medi-Cal eligible minors and nonminors in foster care.
