Amends Public Resources Code Section 4214 to create the State Responsibility Area Fire Prevention Fund in the State Treasury to receive and manage fire prevention fees collected from habitable structures in state responsibility areas.

Requires the State Board of Equalization to retain collected moneys necessary for refunds and reimbursement of collection expenses, with remaining funds deposited into the new fund for fire prevention activities.

Authorizes fund expenditures for local assistance grants, Fire Safe Council grants, defensible space inspections, public education, fire hazard mapping, and other fire prevention projects in state responsibility areas.

Mandates the State Board of Forestry and Fire Protection submit annual reports to the Legislature by January 31 each year (until January 31, 2017) detailing fund status, benefits by county, grant program effectiveness, and defensible space compliance measures.

Makes a nonsubstantive technical correction changing "this fund" to "the fund" in subdivision (c).
