Amends Section 53750 of the Government Code to define "sewer" for purposes of Proposition 218 (Articles XIII C and XIII D of the California Constitution)

Defines "sewer" to include sewage collection, treatment, and disposition systems including lateral and connecting sewers, treatment plants, drains, and storm water outlets, but excludes systems that collect sewage only on a single owner's property

Reaffirms that the definition of "sewer" found in Section 230.5 of the Public Utilities Code should be used in the Proposition 218 Omnibus Implementation Act, rejecting the Court of Appeal's refusal to apply that definition in Howard Jarvis Taxpayers Ass'n v. City of Salinas (2002)

Removes previous statutory definitions of "proportional cost of the service attributable to the parcel" and "sewer service" from the Government Code

Addresses the drought and need for reliable local water project funding by clarifying that storm water management systems fall within Proposition 218's provisions for property-related fees on sewer and water services
