Authorizes the Public Utilities Commission to require up to 25% of revenues from greenhouse gas allowance auctions received by gas corporations to be used for clean energy and energy efficiency projects.

Defines eligible "clean energy" projects as pipeline biogas development, alternative transportation fuels, and other greenhouse gas reduction programs related to natural gas use.

Defines eligible "energy efficiency" projects as programs that reduce natural gas consumption through more efficient appliances, heating, cooling, or industrial applications.

Requires each gas corporation to annually report and publicly post on its website all expenditures of these revenues and quantified greenhouse gas reductions achieved from funded projects or programs.

Specifies that no state reimbursement is required because any costs incurred involve changes to crime and infraction provisions under existing law.
