Repeals existing prohibition on using Assembly television signals for political or commercial purposes; authorizes audiovisual recordings of legislative proceedings to be used for any legitimate purpose without fees.

Requires Legislative Counsel to make all audiovisual recordings of legislative proceedings publicly available online, remaining accessible and downloadable for a minimum of 20 years before being archived in secure format.

Mandates Attorney General to defend the California Legislature Transparency Act against legal challenges and preserve the state's standing to defend the law if the Attorney General declines to do so.

Allows official proponents of the act to intervene in legal actions challenging its validity and to act on the state's behalf if Governor and Attorney General decline defense.

Becomes operative only upon voter approval of Senate Constitutional Amendment No. 10 at the November 8, 2016 statewide general election.
