Prohibits county organized health systems with Medi-Cal contracts from using administrative and operational funds for staff retreats, promotional giveaways, excessive executive compensation, or promotion of legislative or regulatory changes.

Restricts media campaigns and paid advertising by county organized health systems from featuring the image, voice, or views of elected officials or candidates for office, with limited exception for roster listings showing all agency officers in identical formatting.

Authorizes counties with Medi-Cal contracts to subcontract service provision to primary care providers, health maintenance organizations, insurance carriers, and other entities using various payment methods including capitation and fee-for-service.

Establishes legislative findings that county organized health systems serve 2.2 million Medi-Cal enrollees and that resources should be directed to direct patient care rather than promotional activities or administrative expenses.
