Amends Penal Code Section 556.4 to make a technical, nonsubstantive change to provisions regarding unlawful signs and advertisements on public or private property.

Clarifies that information appearing on signs, pictures, transparencies, advertisements, or mechanical devices may be used as evidence to establish responsibility for posting such materials.

Specifies that identifying information such as names, telephone numbers, addresses, or other details of real estate brokers, property owners, or event sponsors can create an inference of responsibility for the advertisement.

Requires only a majority vote for passage and does not require fiscal committee review.
