SB 1313 Summary

• Ratifies the tribal-state gaming compact between California and the Yocha Dehe Wintun Nation, executed on August 4, 2016, pursuant to the federal Indian Gaming Regulatory Act of 1988.

• Exempts the execution of the gaming compact, amendments to it, and related intergovernmental agreements with counties, cities, and the Department of Transportation from California Environmental Quality Act (CEQA) review requirements in deference to tribal sovereignty.

• Exempts on-reservation impacts of compliance with compact terms and the sale of compact assets or creation of special purpose trusts from CEQA project designation.

• Clarifies that the exemptions do not apply to cities, counties, or the Department of Transportation regarding other CEQA requirements outside the scope of these specific tribal gaming actions.

• Takes effect immediately as an urgency statute to support economic development and stability of the Yocha Dehe Wintun Nation.
