Extends Cal Grant A and B awards to community college students enrolled in upper division coursework of baccalaureate degree programs, with awards covering per-unit fees for upper division courses plus access costs for Cal Grant B recipients.

Expands the Middle Class Scholarship Program to include community college students in upper division baccalaureate coursework, allowing awards up to 40% of upper division fees combined with other grants and waivers.

Requires the University of California, California State University, and Office of the Chancellor of the California Community Colleges to provide financial aid data to the Student Aid Commission for determining award amounts.

Makes community college transfer students who matriculate into upper division baccalaureate programs eligible for Cal Grant A or B awards upon meeting specified criteria, including a 2.4+ community college GPA and income/asset limits.

Appropriates $117 million annually from the General Fund to the Middle Class Scholarship Fund beginning in fiscal year 2017-18 and each year thereafter to support the expanded programs.
