Requires tissue banks licensed by the department that collect, process, store, or distribute human milk to comply with Human Milk Banking Association of North America guidelines until the department adopts its own regulations by January 1, 2018.

Mandates tissue banks work with local lactation support groups to provide breastfeeding education and lactation support to mothers from whom they procure human milk.

Prohibits tissue banks from providing payment to mothers for human milk within the first 90 days postpartum and prohibits use of the term "community benefit" to describe the tissue bank or its activities.

Requires tissue banks to disclose to prospective milk providers the purposes for which the procured milk will be used.

Sunsets the article on January 1, 2022, unless a later statute extends the date, and provides that violations do not constitute misdemeanors under existing law.
