Adds fentanyl to existing controlled substance weight-based sentencing enhancements, subjecting fentanyl trafficking convictions to additional prison terms of 3-25 years depending on quantity (exceeding 1, 4, 10, 20, 40, or 80 kilograms respectively).

Makes fentanyl subject to the same conspiracy enhancement rules as heroin and cocaine, requiring substantial involvement in planning, direction, execution, or financing to impose additional terms.

Increases maximum fines for fentanyl trafficking convictions to $1 million, $4 million, and $8 million depending on which sentencing enhancement tier applies.

Applies weight-based enhancements only when the amount is charged in the accusatory pleading and admitted or found true by the trier of fact.

Allows courts discretion to strike additional punishments for enhancements if circumstances in mitigation exist.
