SB 1326 Summary

• Establishes the Realignment Reinvestment Fund in the State Treasury to provide funding to counties for community-based corrections programs based on savings from the 2011 public safety realignment legislation.

• Requires the Controller to transfer $1,300,000,000 from the General Fund to the Realignment Reinvestment Fund for fiscal year 2016-17, with annual transfers thereafter based on estimated state savings from realignment.

• Allocates funds to counties proportionally based on the average daily population of realigned offenders under county supervision, distributed no later than September 1 each year.

• Requires each county's Community Corrections Partnership to develop a comprehensive supplemental corrections plan addressing mental health, substance abuse, housing, job placement, supervision, and law enforcement, subject to county board of supervisors approval.

• Mandates counties report annually to the Board of State and Community Corrections on funded programs and outcomes, with administrative overhead capped at 1 percent of allocations and all funds expended or encumbered by June 30 of the following fiscal year.
