Establishes the Criminal Justice Reinvestment Assessment Grant Program of 2016, administered by the Board of State and Community Corrections to fund data collection and reporting systems for criminal justice outcomes.

Requires counties to report by June 1, 2016 on their capacity to collect criminal justice data, and mandates comprehensive data reporting to the board by January 1, 2017 and annually thereafter on offenders sentenced to local facilities and those released to community supervision.

Authorizes the board to award grants to counties for creating or expanding infrastructure to collect and report specified criminal justice information, with preference given to counties that have independently collected countywide data.

Requires the board to compile county reports and submit summaries to the Governor and Legislature by May 15, 2017 and annually thereafter, detailing data on recidivism, program participation, and offender outcomes.

Appropriates an unspecified amount from the General Fund to the board for grant funding, with administrative costs capped at 5 percent of total statewide grant funding; takes effect immediately as an urgency statute.
