Authorizes the State Water Resources Control Board to award grants from the Greenhouse Gas Reduction Fund to public agencies, nonprofits, public utilities, and mutual water companies for water and stormwater projects that reduce greenhouse gas emissions

Eligible projects include stormwater collection and treatment, wastewater, water recycling, drinking water infrastructure, and green infrastructure designed to decrease reliance on fossil fuels for pumping and transporting water

Grant recipients must provide a 50-percent match for funds, though the board may waive this requirement for projects located in disadvantaged communities or within one-half mile of a channelized river

The board must prioritize projects in disadvantaged communities and near channelized rivers, and may use up to 10 percent of appropriated funds for technical assistance and up to 5 percent for administrative costs

Projects must demonstrate measurable greenhouse gas emission reductions and be expected to result in new decreases of emissions to qualify for funding
