Requires the Department of Justice to modify firearm registration forms commencing January 1, 2019, to allow both spouses or domestic partners to register as joint owners of a firearm and maintain both names in the firearms registry.

Creates exceptions to the requirement that firearm loans be conducted through licensed dealers when a firearm is stored in the receiver's residence or enclosed structure on private property, provided specific conditions are met including valid firearm safety certificate, secure storage, and written agreement signed by both parties.

Authorizes the Attorney General to maintain information from firearm loan forms submitted by individuals and allows dissemination of this information to law enforcement officers and domestic violence victims under specified circumstances.

Expands the Firearms Safety and Enforcement Special Fund to cover implementation of the joint spousal registration process authorized under Section 11106.

Declares that amendments to Sections 26600, 27050, 27600, and 31705 regarding law enforcement firearm acquisitions are declaratory of existing law.
