SB 1339 Summary

• Effective June 1, 2017, streamlines intercounty transfer procedures for CalWORKs, CalFresh, and Medi-Cal benefits when recipients move between counties by requiring notification within 7 business days and benefit transfer by the first day of the next available benefit month following 30 days after notification.

• Prohibits the new county from interviewing CalWORKs and CalFresh recipients until the next scheduled recertification or redetermination, and requires electronic sharing of case file documents between prior and new counties of residence.

• Allows Medi-Cal beneficiaries moving between counties to maintain emergency coverage through their prior managed care health plan until the intercounty transfer process is complete and provides expedited disenrollment options.

• Requires the State Department of Health Care Services and State Department of Social Services to adopt regulations by July 1, 2021, with semiannual status reports to the Legislature beginning June 1, 2017.

• Makes implementation contingent on federal financial participation and federal approvals, and provides that reimbursement to counties for state-mandated costs shall follow statutory procedures if the Commission on State Mandates determines costs are mandated by the state.
