Amends Penal Code Section 3041.5 to prohibit the Board of Parole Hearings from advancing a parole hearing to a date less than 2 years after a hearing at which parole was denied

Requires the board to consider victim views and interests when deciding whether to advance a parole hearing based on changed circumstances or new information

Maintains existing provisions allowing inmates to request hearing advancement through written petition, but adds the 2-year minimum waiting period restriction

Preserves the board's discretion to advance hearings when evidence establishes that public and victim safety considerations no longer require additional incarceration, subject to the new 2-year floor
