Establishes a competitive grant program within the Department of Conservation to provide grants and financial assistance to resource conservation districts for soil conservation, carbon sequestration, moisture retention, and agricultural land resource improvement projects.

Designates revenue from Williamson Act contract cancellation fees to fund the Soil Conservation Fund, with grants available only after existing program funding needs (farmland mapping, soil conservation program, and administrative costs) are fully met.

Amends Government Code Section 51283 to add competitive grants to resource conservation districts as an authorized use of Soil Conservation Fund revenues.

Adds Public Resources Code Section 10247 to establish the competitive grant program and set conditions for fund availability.
