Requires the Secretary of State, in consultation with the Fair Political Practices Commission, to develop and certify an online filing and disclosure system for campaign finance and lobbying information by February 1, 2019 (extendable to December 31, 2019).

The system must provide user-friendly public access to campaign finance data through online searches, machine-readable downloads, and visual displays such as graphs and maps, free of charge and available within 24 hours for late contribution and expenditure reports.

Establishes that filers can submit required disclosures free of charge using a data-driven system that retains previously submitted data, allows amendments, and assigns permanent unique identifiers to contributors giving $10,000 or more annually to enable tracking across multiple filers.

Requires the system to maintain all filed data online for at least 20 years before archiving, implement security safeguards against unauthorized alteration, and allow electronic signatures for compliance with penalty-of-perjury requirements.

Mandates quarterly progress reports to the Legislature on the Cal-Access Project schedule, scope, and budget beginning December 31, 2017, and requires a comprehensive report by December 31, 2017 detailing the system plan and data integration approach.
