Department of Food and Agriculture shall support research activities on Asian citrus psyllid and Huanglongbing upon appropriation of funds, including finding cures, developing early detection techniques, and creating resistant rootstocks.

Department shall work with county agricultural commissioners, pest control advisors, researchers, and the Citrus Research Board to establish a voluntary tracking process for best practices in managing Asian citrus psyllid-infested and Huanglongbing-infected groves.

Information collected from tracking shall be used to establish recommended management protocols based on best available science and treatment outcomes.

Bill declares urgency status to take immediate effect due to rapid infestation of Asian citrus psyllid and increasing Huanglongbing detections threatening California's citrus industry.
