Expands DNA collection requirements to include persons convicted of specified misdemeanors, including shoplifting, forgery, petty theft, receiving stolen property, drug possession, and cannabis possession.

Requires collection of buccal swab samples, right thumbprints, full palm print impressions, and any blood specimens or biological samples for law enforcement identification analysis from qualifying misdemeanor offenders.

Applies DNA collection requirements to adults only (excludes juveniles) convicted of or pleading guilty/no contest to the designated misdemeanor offenses.

Makes collection mandatory regardless of sentence imposed, and requires courts to verify collection prior to final disposition and note compliance in the abstract of judgment.

Establishes state reimbursement to local law enforcement agencies for costs incurred in collecting and processing DNA samples under the state-mandated local program.
